Public goods bonus 3D (PGB 3D) shows how an evidence-based and approved solution for the successful implementation for the CAP 28 objectives might look like.
The PGB 3D builds on the concept of public goods bonus developed by Landcare Germany (Deutscher Verband für Landschaftspflege (DVL)) and shows how a point-based system can be used to make visible, rewardable and manageable what agriculture contributes to biodiversity, animal welfare, and the protection of water, soil and climate.
The concept is scientifically robust, professionally validated, and already approved through practical pilot implementation. It provides an innovative approach to achieving agricultural, environmental, and climate policy objectives at both Member State and EU level.
The smartGAPP app provides a user-friendly simulation of an approved and real-world tested concept, showing how public authorities and farmers could use such a system if it were integrated into the EU’s Common Agricultural Policy (CAP) from 2028 onwards.

The objective of PGB 3D is to protect the natural resources and environmental public goods of agricultural landscapes. Within the framework of the Common Agricultural Policy (CAP), these resources are defined as environmental public goods (protection objectives). The PGB 3D scheme rewards farmers for implementing management measures that make a direct contribution to the conservation and enhancement of these public goods, thereby generating benefits for society.
The measures
Public goods bonus (PGB 3D) comprises various measures relating to arable land, grassland, permanent crops and Farmgate balances. Each measure contributes to a different extent to the protection of biodiversity, the climate, soil, water and animal welfare, and is awarded points accordingly. Farmers can select the measures that are suitable for their farm.
The points
Points are awarded for every measure a farm implements to protect nature and the climate. These include, for example, applied flower[LU1] [AL2] strips, no use of synthetic chemical pesticides, or practising small-scale farming. The accumulated points are totalled and converted into a premium. In addition, there is a bonus for farms that combine different measures and thus enhance their environmental performance.
The public goods bonus was developed by Landcare Germany (DVL) has already been recognised by the European Commission as an innovative and field-approved model.
The PGB 3D is based on the principle of ‘public money for public goods’ and is ideally suited for integration into the CAP 2028. In this way, it supports the sustainable transformation of agriculture across Europe.
