 for effectiveness.

A well-founded, approved and politically viable support model
for the CAP from 2028 onwards – forging new paths together with the agricultural sector.

Throughout the ongoing development by Deutscher Verband für Landschaftspflege (DVL) the public goods bonus system is ready for the CAP 2028 funding period. The enhanced point system across the relevant EU-funds enables a performance-based, low-bureaucracy linkage of public funds to measurable public goods – thereby offering policymakers and administrators a proven model for sustainable agricultural support.

Focus on the CAP period from 2028 on

In recent years, the public goods bonus (PGB) has been specifically geared towards the funding period from 2028on. This was based on several research reports on how the existing PGB model could be extended for including more Public Goods that hadn’t been considered previously. Improvements also focused on an upgrade of the measures catalogue and the development of regional approaches.

Points of concern and recommendations from interviews with administrative staff were incorporated into the conceptual development. Furthermore, economic analyses of income effects of an expanded range of measures as well as of the points table, provided important insights for adjustments.

The result of this work is the new  PGB 3D – a further developed, practical version of the public goods bonus system. It is accompanied by the smartGAPP application for the visual presentation and digital simulation of PGB 3D calculations.
